shipper pr reviews either a GitHub pull request or a recorded local change when an issue reaches shipper:pr-open. Use the top-level shipper recover command for failed packaged changes. Most users invoke the stage commands through shipper next or shipper ship, which dispatch the correct subcommand from the current workflow label; see the state machine for the full transition table.
